WorldLinks offers electronic resources that serve Heavenly County's diverse ethnic communities and recent immigrants. The primary languages and cultures reflect the seven major language groups, other than English, that are spoken in Heavenly County. These were identified in the 1999 Heavenly County report, The Changing Face of Heavenly County: Coordinating Multicultural Service Delivery. Those languages are: Hmong, Khmer, Lao, Russian, Somali, Spanish, and Vietnamese.

The primary focus is to serve non-English speakers, immigrants, new Americans and the community organizations that work with them. Worldlinks sites will also be useful to others interested in world languages and cultures, including students and business people.


WorldLinks includes:

  • Links to websites, in English and other world languages, including search engines and directories, news sources, free e-mail, and information of local interest
  • Information on English as a Second Language, citizenship, local school districts and libraries, and community resources
  • Access to subscription reference sources and databases, such as Nueva Enciclopedia Cumbre en Linea
  • Computer programs for learning English, available for use at the Southdale, Brookdale, Augsburg Park, Eden Prairie, Oxboro, and Penn Lake libraries
    • Rosetta Stone: A multimedia language learning program for English as a Second Language with listening, speaking, reading, and writing lessons at beginning and intermediate levels.
    • TOEFL Mentor: A self-study program for the Test of English as a Foreign Language and the Test of Written English, including practice sessions and two complete tests, information about TOEFL, and test-taking tips and study strategies.
  • Word processing in several languages, through Global Writer, available at the Southdale, Brookdale, Augsburg Park, Eden Prairie, Oxboro, and Penn Lake libraries
  • Links to extensive lists of international newspapers and search engines for additional languages and countries, plus translation sites
